1 inch of fish per gallon for any slim bodied tropical fish
gold fish need ten gallons each, so no goldfish (no matter how small)
with a five gallon aquarium your best bet is to go with fish that stay small, like zebra danio's. they are pretty hardy to a wide range of water perameters
guppy's thrive in hard water, and are fairly hardy
tetra's need soft water, and are pretty delicate so it is best to get the tank cycled & know your water perameters for your local tap water before stocking your tank.
start with 2 fish, and gradually build the stock untill you have reached the five inch mark...
get a water test kit so you can monitor ammonia, nitrites & nitrates. and perhaps ph...
learn about different types of fish their nutritional needs, their water perameters.

Your supposed to have 1 inch of fish for every gallon of water, so you should have 5 inches of fish in your aquarium.

Well your supposed to follow the 1'' of fish per gallon room, but I dont and have a happy little comminuty of fish in my ten gallon. Personally I wouldn't get neons or any other small very active tropical fish. I would choose ONE of the following
-2 or 3 male or female guppies
-2 or 3 white cloud mountain minnows
-1 female betta
-1 male betta
Plus ONE of the following if you DONT choose a betta
-1 Otocinclus Catfish
-1 Chinese alagae eater
-1 hillstream river loach aka butterfly loach
Plus one of the following if you want and DONT choose a betta
-2 Dwarf african frogs
-2 small cory cats like the bronze
If You DO choose the betta these would be good choices, choose ONE
-2 Dwarf african frogs ( my sister has 2 of them in her five gallon with her male betta, and their just fine)
-2 or 3 larger ghost shrimp
Plus if you want with the betta
-1 hillstream loach (my nieghbor has one in her 2.5 gallon with her male betta, and it is just fine)
-1 snail( but be cautious, they reproduce VERY easily with just one!)
Now sure your tank might be a little over crowded, but as long as you have a filter, and heater (unless you choose the white cloud mountain minnows, shrimp, and the hillstream loach they dont require a heater as long as the water is above 65) and keep your tank clean, you should be fine.

Depending on how small.You can probably have 5.Remember about 1 inch of adult fish to 1 gal of water.

Seven neon tetras if you have a good filtration system. If your fish are bigger than tetras do about a fish per 1.5 gallons (3-4 fish). Just don't overfeed them and keep plants if you can.

5 --- 1 inch
3 --- 1.5 inch
2 --- 2 inch
1 --- 2.5 inch
and nothing bigger.
