If you mean compression of files in general, use the programs suggested by these two.
If you mean compressing Audio, Audacity might be better. http://audacity.sourceforge.net
If you mean video, that depends on what codecs you have. Try VirtualDub.

Try 7-zip at http://www.7-zip.org/ . The 7z format gets a pretty good compression rate and it's pretty easy to use. Using the PPM algorithm with 7zip might get even higher rates, but it will probably take a very long time to compress.

Winzip ( http://www.winzip.com ) is good for files, WinRAR ( http://www.rarlabs.com ) is better.
