Slow Connection?

I was downloading winamp, and I had to reboot to finish the installation. Everything was working fine at this point.

I reboot and now my connection is extremely slow, working at like 10%.

I have a cable connection.

Limewire can't even connect to search, bitorent is downloading at 5KB/S instead of around 100KB/S.

I've restarted my connections, replugged my router. Nothing seems to work.

Any help? = /
