Just be patient. Bullfrogs will take two years to morph. If they are close to morphing you can actually speed up the process by starving them, but I don't recommend it (you may kill them if they have not developed sufficiently, or you may end up with malnourished adults). Morphing starts suddenly and is complete with a week or two.

Feed your tadpoles boiled spinach (you can also try other boiled veggies such as cucumber) and clean and change the water frequently. Do not feed them more than they will eat and supply them with a water filter (or at least an airstone). Do not use chlorinated water - use pond water or aged water (let tap water sit in an open container for at least 3 days to evaporate off the chlorine).

Depends on the type of frog they are for. Some tadpoles remain tadpoles for more than a year. Others morph into frogs quite fast. Some need certain environmental triggers to mature them. For your common frog, usually if you keep them in clean water, always have appropriate food available (some will only eat vegetation, some need more meaty stuff also), and keep them warm they will morph faster then otherwise.

rich organic water in a pond thats drying out,and the tadpoles must be aware of it .

in desserts are some ponds that only exist every 50 years or so when it rains there .the ponds exist only for a limited time ,and the fish and frogs that appear(from eggs that lay dormant for 50 years or so)devellop very fast to be able to complete the life cycle before the pond has gone.

Tadpoles while grow at nature's speed. They will evolve and rushing them is kinda werid.

make the water a little hotter to make the development faster and make sure the water is of good quality, you should also feed them rich food.
