use this technique-when putting it on put your wrist against ur chic so that its stable not shaky then just make a straight line...=) hope it help...

what i would do for practice:
buy some eye makeup remover if you already haven't (i use neutrogena) and that way the make up will come right off if you mess up. you don't have to take it all off at once this way, just the section you messed up on.
i use a twist, glide/roll on pencil by almay. if you want to use liquid, maybe practice with a glide pencil first and apply the liquid over that line.
tips:
draw short lines and connect them. start from the middle and work your way to the outer edge, and then go back to the middle and work towards the middle corner.
also, the line could end up being thicker if you're using a glide pencil opposed to a felt tip liquid, so i would put the pencil on the roots of your lashes because it will cover the area you desire to.

It just takes practice!
generally, i only put it on my bottom lid because its just easier that way for me. And just follow your eyelid and keep your hand very steady. If you make the line too thick then you can always wipe some off with a Q-tip. Just keep practicing.. it took me like 2 weeks to perfect it and i still have to wash it off sometimes before it looks good.

make sure that you are sitting down at a table with a free-standing mirror. Rest your elbows on the table and let the heels of your hane rest on your cheek. It will totally cut down on any shakiness from your hand. Gently stretch your upper lid down (while closed of course!) and whatever you do, make sure it is completely dry before you do any uneccessary blinking. A little bit of pressed powder on your eyelid before applying anything will also help to keep it from smearing as the day goes on.

My secret is that I close my eye pull the outside corner out, and open my eye a little. This makes your lashes practically in a straight line, all you have to do is apply.

Try just regular eyeliner liquid is to hard to put on. If that still doesn't work have someone else put it on for you, maybe your hands are just shaky.

well stretch your lid with one finger and start from the outside and go in... i complete a lid in a few strokes
just try n keep your hand steady and go slower.. make a mistake and use a wet q tip to fix it

steadily and carefully drag the liquid pen across your eyelid. try no to shake your hand when doing it. if you cant stop then hold the pen in one hand and cup your hand with your other hand.
(ex. holding the pen with your left hand cup the left hand with your right hand)
