Yes, it is certaintly true that you cannot buy an actaul baggy green hat. They are purely reserved for those who represent Australia, and you will be hard pressed to find anyone who has earned one that has given it away.
Your best bet may be to check out a cricket store and see if they sell the same style of cap. A number of stores do for clubs who make their own custom caps, so perhaps you could get a plain green cap of the same style and take it somewhere to get the logo embroided on. He will never be able to get the real thing but this might help him have the next best thing!

I would add James Hopes to the players already mentioned, he has played 77 ODI's but never got a baggy green, his first class record is excellent with a high score of 146 and best figures 6-70

Apart from actually playing for Australia in a test match, there is no (legal) way of obtaining a genuine one.
However, very occasionally they do appear in auctions of cricket memorabilia but even those belonging to more obscure players are always sold for small fortunes because of their scarcity value. And you'd need to take out a second mortgage to afford a cap belonging to someone like Bradman.

Get him to train and work his way up the ranks. Then become
selected to the Aussie team,then he will be given his baggy
green cap.

i dont think you can even buy a replica of it. the only way is to earn one by playing for australia. it is why they are so cherished.
