is there a law to keep police of my back if they dont have a case

i mean that a constable is always parked outside my house in his car looking at me every time i go in annd out my house

You could talk to a judge or a lawyer and see if that could constitute a search... If it does, it requires a warrant.

If you're doing something illegal, then they probably do have a case, or are building one. Stop doing it, whatever it is.

If you are not doing anything wrong, then don't worry about it. he'll make sure your neighborhood is safe.
