I think that Vista is worth buying with a new computer, but not upgrading. Vista Home Premium is excellent (I tried the Beta), and it is well done. Not worth upgrading old PC's though; many will have trouble running it, and the price and potential problems of an upgrade are not worth it.

Vista will be available to consumers on January 30th, 2007. Many system makers are giving out "upgrade" coupons, but I would just wait for Vista to come out on the 30th, and order a new PC with it.

Hope this helps!

EDIT: I had no problems with compatibility with Windows XP programs (I installed roughly 80 programs), and it was faster than XP (without the pretty sluggish "Aero" interface)

There are three different versions of Windows Vista. They go from minimal to moderate to an expanded version. My own personal opinion is that every new version of an operating system that Microsoft puts on the market usually contains a number of "bugs" and glitches. So, why be among the first to install a system that's faulty to begin with? If your present version of Windows is doing the job for you, my advice is to just hold off on upgrading to Vista. Let the majority of the bugs get taken care of first.
See the below link for an extended review of Windows Vista.

I have been testing Vista since May 2006. It is the most secure version of Windows yet.
The public release is scheduled for January 30TH and I thoroughly recommend it except....
Check to see what, if anything, your computer needs to run Vista. See below and good luck......
