i have heard on the news that the mexicans that have worked in mexico and come to the usa only have to work 18 months to have enough credits to file for social security we that have been here for years have a very hard time getting our benefits and the gov in the usa combine the work records from mexico and here and they get much morer in the usa then they would in mexico if this is true no wonder they keep coming

I don't think it's that simple - it depends on how a foreign national has arrived in the US, whether or not they are actually working with a visa (such as a migrant visa). If someone is here illegally, they do not have any way to gain a leagal social security number, so there is no way to gain 'credits'. Honestly, I'm not certain at what time your time working begins to accumulate into your social security 'bank' - I began working at 14 and am now 38... that's an awful lot of '18 month' periods - so, if a foreign national was to work as a migrant worker for most of his life in the US (pulling up the vegetables that we all eat), and has done so legally, and continues to do so, I don't see what the problem is. Migrant workers make very little money, so even if they were to work in this way until the age of 65, there sure wouldn't be much for them to collect in the long run. Also, it would be very difficult for someone who isn't legal to collect checks from the US when eventually it would be found out (it always is found out some time) and then the person would be deported. I think the situation you describe is a very, very rare case - one that probably wouldn't happen very often.

Treaties like this are designed to protect people who spend part of their working years in more than country. It could even protect you, if you worked outside the United States.

Not true. you cannot get social security without a social security number, which is provided only to legal US residents. False.
