i believe that they created monsters in general in sesame street because they wanted to have something different for their show. Also, their show is based on education and helping kids be better people. having monsters as the funny, main characters would help kids be less afraid and more confident. many little kids fear monsters and so making a nice, little monster, like Elmo, would help them be less afraid of monsters.
