The first thing is to make sure you have a high speed connection. If you have dialup or satellite, torrenting sucks. Broadband (DSL, Cable, etc.) is fast.

The next thing to do only applies if you have a router (between cable modem and PC). Most come with a firewall that prevents unauthorized incoming connections (hackers just looking around). Unfortunately, this puts you as a "leech" in bittorrent, and everyone will give you slow speeds automatically. You want to forward the ports, and you can get easy instructions here:

If you have a bad ISP, they may "throttle" bittorrent. Usually, under the options, you can enable encryption, which may (read: usually) helps if the above steps don't work.

Finally, don't try to block upload in any way. The way Bittorrent works, computers talk to each other. If you share with others (upload), then you are seen as a good computer, and everyone speeds up your download. If you block it, or don't configure your router, your computer is seen as "poor", and everyone gives to you slower.
