Dracula - the original novel by Bram Stoker. You need to forget all the rubbish movies you have seen.
No one has ever made a decent movie of Dracula because they just don't get it. They all miss the point that the book is so disturbing because it is subtle. The films go way over the top, and take it all much too fast.
The story is told in the form of letters and diaries written by the various characters, which is a good way to get inside their heads. You need to imagine that you are a well-brought up, innocent Victorian, and forget that you have ever heard of vampires. It takes the characters most of the book to understand what is going on because it goes against their conception of the world. If you read it with fresh eyes you will really enjoy it.

Despite a couple of recommendations...IT will make you scared but not for the reasons suggested.
IT is so bad you will wonder why you read it in the first place and question your sanity. I'm sure Mr King is a lovely man but come on.....there are plenty out there that are scary. Try Susan Hill's The Woman in Black...or just go see the play.
Mind you, it also depends on what you define as being scary and whether you scare very easily...
N.B I have not read IT but I have read another SK novel whilst young and naive and not really understanding that there was a whole world of books out there that were 100000000000x better.

The Ghosts of Sleath by James Herbert has some really eerie moments in it.

Richard Laymon,
Graham Masterton,
Shaun Hudson, (Slugs)
All very good horror writers, some books as with all authors are better than others, but I do find these 3 authors are better than Stephen King as some of his books get a little bit deep for my liking.
(save buying any pop to your local library then at least if you don't like them you haven't wasted any money.)

The Penal Colony by Franz Kafka. It's a short story describing how prisoners were executed on a French Island. Not 'scary' as such, but deeply disturbing. I loved it.
