It depends on the temperament of the writer.
In some hands, writing IS art; in other hands it is entertainment, in others it's valuable self-therapy or confessional reproduction of their own life, in others just commercial product.
In order for your writing to be art, you have to dig deep down towards a place you can't see or feel - this is not the same as baring your soul, although the two can overlap. It is an act of discovery, as well as an act of expression. For me, the place you reach in true art - I mean that pure experience when you're really In The Zone - is beyond the level of pain, as it is beyond the circumstances and detail of our own small lives.
But to get to that place, we have to pass through our own conscious experience, and through our own subconscious: and this passage takes different forms, again depending on the individual temperament. For some it's a painful experience, for others it can be joyful and liberating. Usually it is both.
In short, Art is supposed to be exactly how you experience it. Trust the way it comes to you. But don't feel it needs to be painful. Shakespeare, for example, was far from being a tortured artist, and he's generally considered a half-decent writer. You may well find in your own writing that, at a later period in your development, your experience of it becomes quite different.
So don't worry too much about your emotional reaction to the process - that's of secondary importance to the spiritual act of creation. The key is to keep digging deep, and remember that your goal is not just entertainment, or confessional, or commercial success.
Don't settle for second best.

Art can express every human emotions. So it is not necessarily limited to pain. If your writings include a lot of pain, then maybe you are more obsessed with writing about human sorrow. That's like your trademark but it'd be good to provide your opinions for solutions on the pain you are writing about. That'll make you a good writer. Just writing about pain and not showing a way to achieve happiness makes you sound very pessimistic. People like to read, see and hear about moving forward in life.

Take a look at the biographies of Van Gogh, or Michaelangelo....look at Poes biography or Ernest Hemingways. Some artists feed on emotional pain, addiction, physical pain to fire their creativity. Some do not. There is a certain amount of pain involved in the creative process..vulnerability is not a comfortable state. However, for art to all about pain?
Art is supposed to be about creativity...about expression....art is a realized expression of an idea...is created with no other purpose or function other than to be itself...appeals to human emotions...explores the human condition, that is essentially what it is to be human...

Art is creative expression. Writing is definitely art. Excellent writers know human emotions and know well how to put them on the page. Pain is one of the emotions we experience and can be a powerful tool in writing. You want to know your characters thoroughly so they don't have contradicting emotions and actions in the story. Remember to give your characters dimension and depth with various emotions to convey real people.
Answering you last question, art is not necessarily about pain, but it CAN be about pain.

Supposed to be? No. But it often is because any art takes passion and passion can be painful.
Passion can also be pleasant.
