Could it be that countries such as Holland have a more lenient social setting and thus people feel more comfortable being themselves? As such, you would find that people from other countries where homosexuality is prosecuted would immigrate to countries such as Holland for the freedoms that they could have.

Might not be higher than anywhere else - could just be that they feel freer in the Netherlands to be openly gay.
