I tried the quest in graemor but it said to find a friendly drakel. The one in that realm didn't help. I need to know to help the elves.

In Yulgar's inn, if you keep going to the right of the inn, (to the lounge and etc.) you should see the friendly drakel. He also has a black market.
Sorry, I believe that I'm wrong. There is a friendly drakel in the library of the rip in the sky. His name is Vince and I think he can help you.
