There are many way of doing that. You can use a photograph and transpose anime figures over it. You can draw a back-round. You can build and film a model set and transpose anime over that as well. It just depends on how much work and how real you want your anime to seem.

If you mean "how do you make an anime wallpaper for your computer," then you need 3 things: a graphics program that you can manipulate photos/images with (Photoshop, PaintShop Pro), some anime images (which you can find all over the net) and some imagination.
