I just want to mail postcards to inform pet owners of a new business, but a Freedom of Information request to Public Health was denied.

you can buy mailing lists from a broker, or better yet, you can buy subscription lists from magazines related to pet care/pet ownership - you should be able to buy only the zip codes you are interested in.

You can't. There's not a registry like that. Try asking local vets if you can put up fliers in their offices or advertise in their newsletters. Do the same at Pet Stores.

Why be specific to REGISTERED pet owners?

You should go for an area to market in - not just a category. What about all the pet owners who DON'T register their pets?
