Hmm, Well, I don't know how well toy soldiers would go over, and playing dress up with GI joe could get expensive... and weird.
A treasure hunt might be a lot of fun. My dad used to do these wild rhyming clues, and he'd hide little bundles of treasure for everyone in different parts of the yard. That might work pretty good, as some sort of "Mission."
If the neighborhood isn't too rough, and you have some semi-adult supervision, a door-to-door scavenger hunt can liven things up a bit. You could ask for toy soldiers, spent casings, and such, and it could be cool if you tried to take pictures of yourselves with veterans of various wars, or from different branches of the military. Some of them might appreciate hugs, but again, that all depends on the neighborhood, and it might end up resembing a truth or dare contest more than a scavenger hunt.
Ohh! You could also play sardines. One person hides, and you all go out one at a time to hide with them. The first peson to get there wins, the last one looses.
If the weather's nice, a water balloon fight might be good too... but maybe that's more of a guy thing.
