OH MY!! I loves me some flats lol :)! I get most of my flats from Cato. I own MANY pairs of flats and my Cato ones have lasted me the longest. If you don't have a Cato nearby you can get them at their website. They run about $11, and I got 3 pairs of mine on sale for $7! Target also has VERY cute ballet flats, they aren't as durable but they are very fun for every once and a while. Payless also has affordable flats, they have a great selection as well. Last but not least you can buy whole "lots" of ballet flats on Ebay in all sorts of colors.

what is your ideal price range?
i know Pay less shoes & target sales em but i dont think the quality is great.
i bought a few at Macys, steve madden sales sum cute ones, and they're cheap when they're on sale! or a brand macys sales called i think report are pretty cheap like 20-30 bucks.
or you should check out little fashion shoe stores in the mall i think they have a bunch
