No its not right. I never heard of this.
You should say-----
What time will you be there?
Or
When will you be there?

It has been used in the past but it would be considered a very odd question today and would mark you as a person for whom English was not the first language. "What time will you be there?" or "When will you be there?" are the more normal constructions.

The correct way would be :

What time will you be here?
What time do you expect to arrive?
What is your estimated time of arrival?


Never say What o'clock will you be here?


When telling what time you will arrive you may say:

I will be there at 5 o'clock!
I expect to arrive at 5 o'clock!
Will 5 o'clock be alright for me to come over?
