It was not during Washington's administration, but it started during Adams' administration. The word is Impressment.

French ships, trying to stop the US from trading with the Caribbean Islands impressed sailors. That was stopped by what is called THE QUASI WAR WITH FRANCE.

It was not long thereafter, that the British Navy starting impressing sailors which was one of the causes of the War of 1812.
