Currently looking for a 2 bedroom apartment in Madison, WI within the next 2 months. Hoping to find one for less than 650 with only 1st months rent. Credit is not so good. My credit score and my wife's is in the high 400s

Dude, you need to pay your bills on time. The only one I think, might be foolish enough to rent to someone without checking credit is a private landlord (new to the rent market)
I've been a property manager for 15 years. I heard all of the stories. Bottom line is you need to have a good payment history to have a decent home.
