Because they have no manners and weren't brought up properly.
The best thing to do when such instances occur, is to scream at the top of your lungs the biggest obscenities you can think of directed at said person and although you may be scarred for life, you may have prevented other women becoming victims of this perverted insane creature.

i cant say why this is happening to you but one thing you can do is to evaluate your dress, what does it say about you? is overly sexy or showing your bare body, is very tight? you can also evaluate your behavior. think about the way you respond when you are touched. does the person know that you do not tolerate it? or do you laugh, and shrug it off.
