To get the Surf HM, you must go into the Safari Zone to the deepest part and some guy will give it to you in one of the houses (the house is near where you find the golden tooth to give to the warden so you can get the strength HM).
To wake snorlax up, you must go to the top of the tower in Lavender Town with all the ghosts and rescue Mr. Fuji...he will then give you the pokeflute which you must play in front of snorlax to battle him. Once captured or defeated, he'll be gone.

The saffari zone. Go to the top of the pokemon tower and you will face some people. Then after you beat those people Mr.Figi wii be there and he will reward for saving him. You wiil get the flute there.

you get surf after beating the sixth gym.
you can get rid of the snorlax by blowing on the flute obtained on the seventh floor of the pokemon tower.
i do recommend you catch the snorlax.

jaiver m's right instead of 1 snorlax u have 2 one in the path of diglett's house and the other in the path of lavendar going towards fushcia city. good luck :)
