It doesn't, but it can make for readable science fiction.

Our present scientific understanding tells us that the local (Newtonian) gravitational acceleration ALWAYS points towards the local direction in which time is running SLOWER. (One strong field limit is when it stops running altogether, from the point of view of a distant observer. THAT is at the EVENT HORIZON of a Black Hole.)

The local direction in which time runs slower is itself determined by the distribution of matter and energy in the Universe, and is generally dominated by the presence of one or more relatively nearby bodies. So the task facing hopeful "anti--gravitists" is to somehow reverse the local direction indicating the relative rates in the running of time! Can that be achieved somehow?

Some may wish to consider that an open question. I personally don't see how you can locally and determinatively have the control to completely turn around that direction in your own locality. For that reason, I doubt that anything like an "anti-gravity shield" or anything else being currently pursued, could ever work or be of any practical use. These general considerations seem to argue against success. It therefore seems a great pity that LARGE amounts of research funds have beeen wasted on such a fruitless search, by various U.S. government agencies, since the late 1940s.
