That is Newton's law, or one of them.

However it is not always true. For instance, if you create a gas that reacts with nothing, is lighter than anything, it will drift upwards and never come down.

Now I don't think you have to create one, Helium is a good example.

If you're talking about gravity, then it's a law...but even then, I guess if something goes up far enough, it'll break Earth's gravitational pull and never come down :S

If you're talking about other things...it's probably more logic. E.g. people doing well with their careers, or your mood. These things change all the time. So it's probably meant to be logic.

It's the law of gravity, as long as that thing going up is still in a strong enough gravitational field to go back down.
