Nineteenth Amendment
Section 2. Congress shall have power to enforce this article by appropriate legislation.

Twenty-Third Amendment
Section 2. The Congress shall have power to enforce this article by appropriate legislation.

Twenty-Fourth Amendment
Section 2. The Congress shall have power to enforce this article by appropriate legislation.

Twenty-Sixth Amendment
Section 2. The Congress shall have power to enforce this article by appropriate legislation.

However, The Sixteenth Amendment - Income Tax has NO ENFORCEMENT PROVISION GRANTED

You are having that "I won't have to pay my taxes" fantasy !
Unfortunately subsequent laws fill volumes & are valid (although not popular) . . . welcome to grown-up world.
