Quite a bit depnds on your placement in the batting order. The top two in the order are considered "table-setters", they get on base so the third, fourth (clean up hitter) and fifth hitters can drive them home. The top two batters need to be on base quite a bit, an on-base percentage of .380 is considered good, anything over .400 is exceptional.
The power hitters will often get walks, but their responsibility is to drive home runners. If their on-base percentage is .360 I would consider that good, as long as they are getting their hits with runners on base.
