You have two possible factors: a faucet stem that has a bad washer and a seat that is chipped or marred. Turn off the water supply at the shut-off valve underneath the faucet, remove the cap from the faucet handle and take out the screw holding the faucet handle in place. Now, using a crescent wrench, remove the faucet stem. On the bottom of the stem is a washer, held in place with a brass screw. Remove the screw and replace the washer. Now, stick your finger down into the stem and feel for a jagged edge on the seat (a small brass ring) where the washer closes. You will need a seat wrench - available at your local hardware store, to remove and replace this. Be certain to get the exact seat for your faucet. Replace the seat. Now you can replace the stem, but make sure it is turned open, as this will prevent grinding the washer against the seat when you tighten it down. Replace the handle, tunr on the water supply, and you shoud have remedied the problem.

Replace the washers. Many new facets are washer-less and the collar around the tap handle may have worked loose, tighten it.
