It's because the drive vendors define a gigabyte as 1 billion bytes. The operating system defines a gigabyte correctly 1*1024*1024*1024=1073741824 bytes
400000000000 (drive vendors definition of 400GB) / 1073741824 = 372.5
So the OS should see a 400GB drive as ~372 GB

all drives, whether small Usb keys, large hard drives or even Mp3 players, actually have less space than shown because there are hidden files on your storage drive that make sure its running properly.

try changing the format type,
most of the time the NTFS gives the highest space available

Hard drives never actually show the amount of free space as what is advertised by the maufacturer. This is for hidden files etc..........
