My Ciera headlights, backlights, horn, radio, interior lights and the powerseats won't work. but the car starts and the pwr windows work, also the ABS light on the dash stays on. I checked the fuses and all seem to be fine. What else can cause this problem? This all happened after it rained ehich I ddn't have this problem til then. Can someone help? Thank You.

I don't think the lights would be on the same fuse with the power seat. Therefore, you have a bad connection (open circuit, not short circuit) somewhere along the battery power wiring leading to the wire connections at the back of the fuse panel. A technician would use a volt ohm meter (VOM) to test the input battery voltage to the affected circuit fuses. Then he would trace that back toward the battery to see where the power is lost. There might be a "fusible link" in one of the main power wires coming from the battery that supplies power to those circuits, because they have to work when the key is off. For example, you can normally adjust your power seat before turning on the key and starting your car. However, an overload or short circuit could have occurred that blew out the fusible link. Search Google for '96 Cierra fusible link and see what you come up with. Also check http://www.mycarstats.com for electrical problems other owners have had and recall/ technical service bulletins.

It likely has little to do with the rain itself. And is most likely to be a fuse. But it can also be other things. You could take your care to a local autoparts store and have them check things like your alternator, or alternator belt just to see if they are recharging your battery properly, and also have your battery tested. The problem could be that your car just isnt getting the proper amount of energy.

If it is doing it during and after a rain then you have a short in your wires somewhere. You will have to go a shop or dealer to let them find it. Or if you have someone in your family that knows cars look at it. Im thinking its in your wireing harness.

Check relays.
and Relays holders for water and/or rust.
