Dear AVA B it is not called Gravity, it is called intelligence of nature on preserving the species. The testicles are located in the outer ares of the Male's body to regulate the temperature of the sperm. at the same time the testicles are surrounded by the testicular sack which trough its muscles regulates how close or far the gonads should be from the body. that's why if it is too hot the hang more, if it is too cold they shrink.
On the other hand, breasts do hang due to gravity and old age.

Your "testicles" sag because they need to be away from body temperature. Body temp is too hot for sperm to live. Therefore, in order for sperm to survive, the testicles remain cooler hanging outside of the body.
This is why men who wear brief underwear have a lower fertility rate. They bring the testicles closer to the body which results in killing the sperm. Doctors will advice men trying to produce children to wear boxers.

A man's testicles are located outside his body due to the fact that sperm cannot survive INSIDE the human body: it is too hot temperature-wise. Thus testicles are located OUTSIDE the body to allow sperm to form in the most optimal environment!
