I've been receiving very dirty e-mails for the past 2 years to my e-mail accounts by a person who seems to know a whole lot about me. He/she has also sent personal nasty e-mails aboutme to my friends and family. I have shut down my e-mail accounts and started new ones, and I still end up getting them there. he/she uses different accounts every time, and uses an IP bouncer, cannot trace where the mails are coming from. I have filed a police report, but they cant take action unless I receive a physical threat in person. Personal investigator too expensive. I am truly afraid by the content of these e-mails. How can I find this person?

You have maleware on your PC, and everytime you use email or type any email in it, it will record it and send it to the spammer.

Create a new email at a public computer, i.e library. Now only use that email at secure locations. Library, cyber cafes, company computers.

I promise you that email will not have the harassing emails.

You'll have to get a higher end version of an anti-spy program and run it.
