You don't say what sort of blid you want but the advice will be much the same. You'll be very lucky to get a (e.g. roller) blind to exactly fit your window. Go to somewhere like John Lewis and choose the design you like and pick the nearest Drop and Width size that's just above your window. You can cut one end off to make it the right size (a good shop assistant will advise you how). Then fit it and enjoy.

If you want to install your blind on the inside of the window measure exactly the width and length. Be sure to measure the width in 3 separate areas, top, middle and bottom. This is so the blind doesn't fit at the top and get stuck halfway down the window. Do not make deductions, whoever cuts or orders them for you will allow what they need to. Outside mount is easier. Just measure what you would like to cover. Keep in mind if you have molding wether or not you want to drill into it to mount your brackets. Home Depot sells roller shades, mini blinds, wood blinds, cellular shades, pleated shades and verticals that can all be cut to fit your window.

Argos do roll up Bamboo blinds very cheap i got a large blind for £6.74p I only needed to put 3 hooks into the wood at the top and hang the blind on to them. I was lucky i didn't need to cut it but if i had a sharp pair of scissors.
You don't say what type you are looking for yes you can buy Venetian blind cutters and they are easy to use .Go to www.argos.co.uk and you can either buy on line. Or they will keep the item you want in store for you to collect for two days. They have a good selection of blinds and a good page on what to buy and how to measure windows for curtains and blinds and curtain poles.

Most people choose a reputable firm out of Yellow pages or get a referral from a friend. They will measure your window and make the blinds to fit. They will then fit them for you. They will give you an estimate of the cost when they visit to measure up.

You only need to cut them to size if the window is not standard or is an awkward shape. Otherwise, measure the inside of the frame and buy a ready-made one.

If you are looking for blinds that fit exact, you should shop at a custom window covering store. They will help you select the best type of blind or shades, measure your window openings and install them for you.

you can cut a roller blind but a venetian blind will be made to measure. Perhaps vertical blinds (eg Luxaflex) would be better?
