There are excellent tutorials and references on online and you can test your results instantly in your browser. Do a search on 'HTML' 'HTML tutorial' or HTML reference'
Any word processor or text editor (Notepad) can create the files.
CuteHTML is a low cost editor that shows you syntax errors and gives help, but does not show you the result (you have to save to disk) then change to a browser window with the page loaded and hit F5 to update (in IE).
FrontPage Express is free on many computers and can show you the HTML but also works in What You See Is What You Get.
