You can't directly. Your letter will be directed to the Customer Contact Unit or other answering body for whatever subject you focus your letter.
Letters of a personally insulting nature simply get a "Thank you for your views" response. Mr Blair will not read it.
If you are seriously concerned about a specific topic, such as Cod depletion or the environment then write to the MP concerning the subject, eg. Ben Bradshaw, Ian Pearson, or David Miliband, etc. etc.......
There are also public consultations for "hot topics" and you are welcome to sign petitions or write in with your views but letters where the writer just wants to "rant" is a waste of time.
Those letters which are written in an intelligent manner expressing genuine concern about key issues may, indeed, make it to the man himself but you have to work on the form and content and do not be flippant or waste time on emotions or insults.

You can try the Robin Gibb's villa in Miami, Cliff Richard's palace in Barbados, Berlusconi's mansion in Sardinia, George Bush's ranch in Texas --- anywhere but Downing Street because he has to do some work there and that interferes with his guitar playing.
