Does the Rio have a night club or bar that's open on Tuesday night?

No they all close, there used to be one that opened until 10 but that too is now shut. Strange for such a large city.

Voo Doo Lounge is open. 3121 usually isn't but check to make sure. The Foundation Room at Mandalay Bay is open to the public on Tuesdays.
