Need blind admissions means that the school slects the applicants it wants to admit without any regard for their ability to pay the costs. Pretty much all schools do that. But I think what you want is schools that promise that they will meet the financial needs of all the students they admit. That is a very short list. Only a few of the richest elite schools can do that. And I do not think that ANY of them promise to meet the financial needs of foreign students.

If you take the ten most elite schools in the USA, say,the Ivies, Duke and Stanford, then the total number of freshmen they admit is only about 20,000 all together. There are 2 million applicants a year to colleges in the USA, and how many foreign students are there in the world who would like to study in the USA? Tens of millions. So that should give you a picture of how likely it is that a foreign student can get a scholarship completely paid for.

However, there are community colleges in the USA that enroll large numbers of foreign students with fairly low tuition costs. So look around to find a list of schools in the USA that have a lot of international students and check them out.

Look into YVCC.

They have dorms and a lot of international students.

They put you into classes based on your skill level test.
