No......It doens't contain a verb. "Word" is the noun and "to ur momma" is a prepositional phrase.

No it is a phrase originated to mean that the person is telling the truth about whatever he or she is talking about. He or she will swear it to their mother because "mother" hold a certain respect. To some people, "mother" holds the same weight as the Bible.
