The only detail i can recall from the movie was this scene in which there was these twins on tricycles running in an old house's hall, perphaps they weren't on tricycles and were standing up.
It was an old strange "horror" movie.

Could it be the Steven King's the Shining?! There are twin girls in an old hotel hallway. They have long brown hair and are wearing dresses. I remember there was a boy riding a tricycle when he saw them. The original has Jack Nicholson. About a man and his wife and son go up in the mountains to a hotel for the winter to watch after the place. He goes crazy and tries to kill his wife and son, but they escape. Great movie! It sounds like Stephen King's "The Shining" to me.
Or it could be "The Other" about a good twin and an evil twin.
