The only detail i can recall from the movie was this scene in which there was these twins on tricycles running in an old house's hall, perphaps they weren't on tricycles and were standing up.
It was an old strange "horror" movie.

Could it be the Steven King's the Shining?! There are twin girls in an old hotel hallway. They have long brown hair and are wearing dresses. I remember there was a boy riding a tricycle when he saw them. The original has Jack Nicholson. About a man and his wife and son go up in the mountains to a hotel for the winter to watch after the place. He goes crazy and tries to kill his wife and son, but they escape. Great movie! Hope this helps.

A man, his son and wife become the winter caretakers of an isolated hotel where Danny, the son, sees disturbing visions of the hotel's past using a telepathic gift known as "The Shining". The father, Jack Torrance, is underway in a writing project when he slowly slips into insanity as a result of cabin fever and former guests of the hotels ghost's. After being convinced by a waiter's ghost to "correct" the family, Jack goes completely insane. The only thing that can save Danny and his mother is "The Shining".

I found a pic on Yahoo! of the twin girls, check it out and see if the image fits. If you can't get it to work, Search Yahoo under The Shining photographs, it'll be one of the first photos you see

It sounds like Stephen King's "The Shining" to me.

Or it could be "The Other" about a good twin and an evil twin.
