It not only can but it does. Many that have been married for some time stop having sex for one reason or another and still care and want to be together.
Sex and marriage are not necessaraly partners. Many couples are married and have sex with other people.
What ever works for you then who cares what others think.

Yes it can work.
There are instances when for medical reasons sex isn't an option anymore.
Also...some couples both really don't want to pursue that part of their relationship anymore and they continue to have a good marriage.

yes of course. however most people have sexual needs.
so you have to make sure what is happening with the
sexual needs of the married people and that the system
you have works for both of them.
