No of course not. It won't do you any harm if you did though, it really depends on your type of thermal underwear, some are meant to have underwear worn underneath them and some aren't.

Depends on how cold it is. If the temperature is below the protected temperature on the thermal underwear, it would probably be wise to do so. However, don't wear any thick underwear. I know when I go hunting, I wear underarmour pants and shirt, and all I wear with that is briefs, nothing special, and I am fine for temperatures down to -20 Fahrenheit. If the thermal underwear feels uncomfortable, I would suggest wearing underwear, or if it is a rough material if you sweat, the rough material will become a hazard to your skin. It will rub against naked skin and cause irritation and raw skin.

well i do because it wicks the moisture away from the body, if you don't it lays on the long underware just like anything if you don't wear underware. like would you wear jeans without underware kinda the same thing.

You aren't supposed to. They're underwear too. If you do it's like wearing two pairs of regular underwear, that's the equivalent. It won't hurt to do it, but it's not what you are meant to do with them.
