What would happen if every nation starts a war against a possible treath? Please excuse my English, if you can...

@Mr Right: I haven't got the responsability to vote for the president of the most influential nation for our world's future, so I try to know the ideas of who has this duty

@please no name:it's my opinion that you can not export democracy in another country, if people is not ready to receive it. Internatonal coalition took away Saddam, the issue has been civil war, cause there are
too many division in Iraqi population yet, and every faction wants to achieve the power. What is more, Saddam has becomed a hero after his death, and situation is out of control more than ever, and US are less secure then before 9/11. I think money rules the world, you can name it will of freedom or justice, but it still remains thirst of money.... I think that if you really wanted terrorists you had got to buy who was protecting them, I think even Saddam had a price, but now it's too late. Do you like having fear of everyone? This is the right behaviour to keep on being scared.

Depends on what threat or what a war actually means. A war is very different to a conflict or a UN type policing event. You don't really want a nation conflicting with another unless a just cause is found. You do need an international police to stop evil people or dictators inflicting pain or harm on their fellow country people. It is rather like a bully kicking a child on the pavement, do you cross the road? or do talk to the bully? what if talking does not stop the beating? do you use force to stop the bully? Yes, if you can. You may get help to stop them.
The problem then lies on how the bully is stopped? you may make the situation worse? you may get yourself hurt? you may make the bully more angry, so he/she kills the child? This maybe an answer to your question.

That is why we have embassy's, ambassadors, meetings, even maybe the UN.Did you not notice the amount of talking that goes on? I will try not to be sarcastic, but what do you think the heads of state discuss? Lotto numbers,? The sad fact is there are extremists in the world. And bullies. And those that like violence. And ones who dream of world domination. This world is no utopia

I believe most 1st world nations practice preventative war. If your definition is "do everything we can to prevent this war".
War is always the last resort.
If by definition you mean "this is a threat, so lets nip it in the bud before it becomes a bigger war than it is", then that would be disasterous.
