The show is talking about the State Controller's office, which essentially keeps all funds for you should you be non-contactable. I found several things, including an old refund from PG&E after I moved out of State, escrow money from a property sale that somehow never made it back to me and some stock sales. Ended up being over US$1,000. I've already collected the money. All you need is proof of a) who you are and b) that you lived at specific addresses. Takes about a month to get your money back.
