Your IP (Internet Protocol) is assigned by your internet provider. Most broadband IP's are what is called Dynamically assigned, meaning you can not change them. Occasionally your ISP will rotate a dynamic IP every month or so.
There is a way to assign a specific IP address and it is called a Static IP. This will have to added to your internet account and will cost additional money, but your IP will never change.

If you have a PC that is on a network, or connects to a ISP, just go, start, run, type in cmd, click go, type in the command "ipconfig/renew" and this will change your IP Address. Unless you mean a static IP address, that will involve going into system or MY Computer settings

certainly you can change......
You can use some proxy IP software there by hiding your orginal IP address and having a different IP address of your choice....even this canot be detected anywhere outside... there are lot of IP masking software... I am not confident enough to recomemd one .... try googling the keywords like IP masker, fake IP creater. IP masking softwares are available in all hacker websites... but be carefull when you visit that websites.....

The most common scenario is for a computer, is to use DHCP to obtain its network info. This can be changed to a Manual Configuration by right-clicking on the corresponding network connection the the Control Panel applet "Network Connections", and choosing properties.
You can't put just any number in their though or you may have problems.

no you can't change the IP address, it is given to you when you log on to your internet service provider, and every time you log on you never get the same one so you don't know the address number unless you actually look for it

No. Your IP address is assigned to your PC by your internet provider. You cannot change it yourself.
