Most strollers these days have the portable carseats that double as a stroller seat. You can get them anywhere : Babies R Us, Target, Wal-Mart. That way you can take your baby from the car to the stroller in a matter of seconds at any age.

Any age. Infants can be fit in their cart seat in shopping carts. Strollers are good for long walks and malls. Umbrella strollers should be used for toddlers, not infants. Infants should have one of those stroller cadillac models with the shocks. I had one for my little girl and it had a cup holder and I could guide it with one hand while drinking at the same time. Those are really nice.
