I doubt ANY country has always had international sanction if you mean a majority of the international community agreeing. Probably in all cases there was some little country SOMEWHERE who agreed with us...

I would say that's true. Even during the colonial days Britain would refuse to buy certain things or heavily tax their export because of the actions of the colonists.
