A great leader has a vision for the people.
A great leader surrounds themselves with people who can provide varied and unique perspectives.
A great leader listens but is not afraid to act upon his/her decisions.
Of the two, I would bestow the title of "The Great" on Friedrich II, as he was widely regarded as a great tactical leader and anyone who survives having 6 horses shot out from under him and lives to tell the tale must have something going for him.

Both of these people where given titles because of who they were not what they were. These titles were not declarations of achievement but tiltles given, by people trying to gain favor, or keep their heads attached.
A leader today is someone who looks to the greater good not their own glorification. It takes courage to stand up and do what is right, even though it may not be the easy way, or the popular choice. It takes sacrafice to do what is best for everyone before yourself. Most of all it takes ethics, and strong moral principles, something in short supply in this day and age.

Muslim scholars agree on 5 standards for a Khalifa of muslims. and that they are all truly basic that maximum muslims in good shape into it. He must be male He must be sane He must be mature (i.e handed the age of puberty) He must be muslim And yet another one I forgot. however the question is what could make an surprising chief.
