how do u contact authorities to use their music?

ok, so i am getting all sorts of different answers, how can i contact actual makers of myspace and youtube to ask them by phone if i can or cannot use record label owned music? if u need copywright permission how do i get it? i'm so confused? i want to make videos using celebrity music but i don't want to go to court? please help...

the key to it is "Record Label" you contact the record company and they will sell you the rights.
