tell me how union started to work

It is represented by a collection of countries and the head of it is changed not sure if yearly or not, but was in the 90s. It has strengthened the euro though compared to the usd since its beginning. To stay a member a country has many guidelines they have to follow by its bylaws.

They have a common institution in Strasbourg, were every member state sends its representatives. I think it started in the early 1990s.

I am not sure it has yet. Some day they may get it going properly. So many restrictions it will colapse under the onus.
They are trying and hopefully it will be good for the people.
